The Town Board of the Town of Monroe, Green County, Wisconsin, hereby provides its written notice and an agenda of the public meeting of the Town Board for Thursday, May 18, 2023, at 5:30 p.m. at the Monroe Town Hall, N3302 Monroe Road, Monroe, WI.  Communication of this public meeting has been provided to the requisite news media.

Objection forms and appointments may be obtained from the Clerk. The Clerk must be notified of
intent to file, or the forms returned, 48 hours prior to the Board of Review.
Please be advised of the following requirements to appear before the Board of Review and
procedural requirements if appearing before the Board.
No person shall be allowed to appear before the Board of Review, to testify to the board by
telephone or to contest the amount of any assessment of real or personal property if the person has
refused a reasonable written request by certified mail of the Assessor to view such property.
After the first meeting of the Board of Review and before the Board’s final adjournment, no person
who is scheduled to appear before the Board of Review may contact, or provide information to, a
member of the Board about the person’s objection except at a session of the Board.
No person may appear before the Board of Review, testify to the Board by telephone or contest the
amount of assessment unless, at least 48 hours before the first meeting of the boards or at least 48
hours before the objection is heard if the objection is allowed because the person has been granted
a waiver of the 48 hour notice of an intent to file a written objection by appearing before the Board
during the first two hours of the meeting and showing good cause for failure to meet the 48 hour
notice requirement and files a written objection, that the person provides to the clerk of the Board of
Review notice as to whether the person will ask for removal of any Board members and, if so, which
member will be removed and the person’s reasonable estimate of the length of time that the hearing
will take.
When appearing before the Board, the person shall specify, in writing, the person’s estimate of the
value of the land and of the improvements that are the subject of the person’s objection and specify
the information that the person used to arrive at that estimate.
No person may appear before the Board of Review, testify to the Board by telephone or subject or
object to a valuation, if that valuation was made by the Assessor or the Objector using the income
method, unless the person supplies the Assessor all of the information about income and expenses,
as specified in the manual under Sec. 73.02(2a), that the Assessor requests. The Town of Monroe
has an ordinance for the confidentiality of information about income and expenses that is provided
to the Assessor under this paragraph which provides exemptions for persons using information in
the discharge of duties imposed by law or of the duties of their office or by order of a court. The
information that is provided under this paragraph, unless a court determined that it is inaccurate, is
not subject to the right of inspection and copying under Section 19.35(1) of Wisconsin Statutes.
The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a
letter from a physician, surgeon or osteopath that confirms their illness or disability. No other
persons may testify by telephone.
A Board may decide to allow at the request of the property owner or their agent: That the owner or
the owners representative appear by telephone under oath and testify. Submit written statements
made under oath. Board discretion to allow sworn telephone or written testimony (request is not
required to be granted). Facetime or skyping still not allowed.

Agenda:

 

  1. Call Board of Review (BOR) to order
  2. Roll Call.
  3. Confirmation of appropriate Board of Review and Open Meetings notices.
  4. Select a Chairperson for Board of Review.
  5. Select a Vice-Chairperson for Board of Review.
  6. Verify that at least one BOR member has met the annual mandatory training requirements.
  7. Verify that the Town has an ordinance for the confidentiality of income and expense information provided to the assessor under state law (Wis. Stat. 70.47(7)(af)).
  8. Review of new laws.
  9. Filing and summary of Annual Assessment Report by Assessor’s Office.
  10. Receipt of the Assessment Roll by the Clerk from the Assessor.
  11. Receive the Assessment Roll and sworn statements from the Clerk.
  12. Review the Assessment Roll and Perform Statutory Duties:

            Examine the roll

            Correct description or calculation errors

            Add omitted property, and

            Eliminate double assessed property.

  1. Discussion/Action – Certify all corrections of error under state law (Wis. Stat. 70.43).
  2. Discussion/Action – Verify with the assessor that open book changes are included in the assessment roll.
  3. Allow taxpayers to examine assessment data.
  4. During the first two hours, consideration of:

            Waivers of the required 48-hour notice of intent to file an objection when there is good cause,

            Requests for waiver of the BOR hearing allowing the property owner an appeal directly to circuit court,

            Requests to testify by telephone or submit a sworn written statement,

            Subpoena requests, and

            Act on any other legally allowed or required Board of Review matters.

  1. Review Notices of Intent to File Objection.
  2. Proceed to hear objections, if any, and if proper notice/waivers given unless scheduled for another date.
  3. Consider/act on scheduling additional Board of Review Date(s).
  4. Adjourn (to future date, if necessary).
